This course provides an overview of the State of Georgia purchasing process. Discussion will focus on the Georgia Procurement Manual, the Seven Stages of Procurement and the four purchasing methodologies.

To fulfill the Purchasing requirement for the Budget and Financial Management Certification Program, participants must complete Purchasing Basics for Georgia State Purchasing (1020L) offered by the Georgia Department of Administrative Services (DOAS). Information on this course and a link to register are available on this website: Purchasing Training for State Entities

DOAS updates their training schedule every quarter, so you can check back often to find new offerings. Participants can also email georgia.learning@doas.ga.gov if they need assistance creating an LMS account and getting registered for a future offering of the class.

Upon successful completion of the course thru DOAS, participants can email a copy of their certificate of completion to Sherri.Phillips@uga.edu to have credit applied to their certificate progress.

Participants who have completed this course within the last three years can submit their certificate of completion for credit. Additionally, participants who have taken Fundamentals of State Purchasing (1010L) or hold a current Georgia Certified Purchasing Associate (GCPA) Certification can submit certificates to meet the Purchasing requirement as well.

Learner Outcomes

Upon successful completion of Purchasing Basics for Georgia State Purchasing (1020L), the participant should be able to:

  •     Detail the basics of public procurement

  •     Define ethics

  •     Finding and using the Georgia Procurement Manual (GPM) and
        National Institute of Governmental Purchasing (NIGP) codes

  •     Describe the various procurement systems

  •     List and providing an explanation of the Seven Stages of
        Procurement

  •     List exemptions to purchasing regulations

  •     Define and list the Order of Precedence

  •     Describe other purchasing types used
