Property appraisal and taxation, complex and important aspects of county government, are matters about which commissioners should be well-informed and able to speak knowledgeably with constituents. In this two-day core course, participants will learn about tax digests, types of property, and property tax revenues. Class discussion will also clarify the roles of commissioners, assessors and development authorities, among others. Hands-on activities and presentations will highlight best practices in technology, the value of public information, and the benefits of regional cooperation. Property appraisal and taxation are complicated topics, but this class will examine and demystify these vital functions of county government. The other core courses are: Leadership Institute; County Government Finance; County Government 101; County Government Law; Human Resources; Ethics; Economic Development; and Public Safety and Public Health. The Revenue and Finance specialty track may also be of interest to participants; one of the eight advanced courses is Tax and Revenue Policy

Course Outline

Participants will gain knowledge of the origin and development of county taxation, roles and responsibilities of those in the system, process of property appraisal, re-evaluation process, county tax digest, taxpayer bill of rights.
