County commissioners are elected to represent their citizens by creating policies and setting priorities for their county. These policies and priorities are made realities by the staff. The staff’s experience, education, and training provide them with the ability to carry out concrete plans of the county commissioners. The relationship between the commissioners and the staff has a direct impact on the efficiency and effectiveness of these plans. In this course, the forms of county government and how it affects the roles of commissioners will be addressed including limitations of power and interpreting and amending a charter. This course will offer commissioners an opportunity to consider the commissioner-staff relationship in their county as well techniques to improve that relationship. Adopting effective communication methods with fellow commissioners and staff is the basis for developing the necessary relationship within a county government. Experiences and best practices will be shared by practitioners from a variety of elected county officials and staff members.
